Preheat oven to 350 degrees.
In a medium bowl, mix flour, baking soda, ginger, cinnamon, cloves and salt together. Set aside.
In bowl of stand mixer, cream together butter and sugar until light and fluffy.
Beat in the egg.
Add water and molasses and mix to combine.
Add in flour mixture in 2 additions.
Add a 1/4 cup of sugar to a small bowl.
Roll dough into 1 inch balls and coat in sugar.
Place cookies on parchment lined cookie sheet and press to slightly flatten.
Bake 8-10 minutes. Allow cookies to cool on cookie sheet for 5 minutes, then remove to wire rack to cool completely.
